That's Divine, a.k.a. Glenn Milstead [1945-1988] - the queen of filth.
He was an actress and disco singer in 70s and 80s. And he is a great inspiration for my Madame La Kukuruku.
Died at the age of 42.

EDIT: you say that Divine is similar to Ursula (that bitch from Little Mermaid). That's because Ursula was based on Divine! Really!
